In the early 60s, former mayor Benito Rafael was the lead among local leaders who sought the creation of Paracelis as a distinct and separate municipality from the municipality of Natonin. Through their efforts and dedication, Paracelis was made a municipality in 1962 as the municipality of Paracalis and finally in 1966 as the Municipality of Paracelis.

Now three decades later, the Comprehensive Land Use Plan (CLUP) a mandated document which serves as the "mother" document for future medium and long term plans is completed with the eager confidence of all local government staff and government line agencies.

I take pride that this document is completed during my administration. Lest we rest on our laurels of accomplishments, I am fully aware that the bigger task ahead will challenge our skills in implementing the plan. But with the support of the people of Paracelis, we will remain undaunted and strengthened in harnessing our resources and potentials to make Paracelis the agro-industrial center of Mountain Province.

I congratulate the Municipal Technical Working Group and the support of national government agencies, the municipal development council, and other various groups for their support for a job well done.
